To do this, you must log in as Administrator install the program and then put the exe in the all users start folder on the administrators profile. Program appears to not have an exe file that I can target. Shortcut targets the name of the file rather than path and exe file!
Would that be the reason because it is an App? Apps are not the same as a normal program there isnt an exe that you can just point to. If I right click on any. And if I select "Install" then it doesn't install it in the Program Files folder, and it isn't made available to all users. It's okay I found the answer here.
